Resolving the “Only People Designated by Admin Policy Can Start Recording” Error in Microsoft Teams 1:1 Calls

If you’ve tried to record a one-on-one call in Microsoft Teams and received the error message “Only people designated by admin policy can start recording” you’re not alone. This issue typically stems from the default settings in the Microsoft Teams Admin Center, specifically within Calling policies.

Why Does This Error Occur?

In Microsoft Teams, recording permissions are managed through calling policies. By default, the option for Cloud recording for calling may be disabled under the Global (Org-wide default) calling policy. When this setting is turned off, users won’t have the ability to start recordings for 1:1 calls.

How to Enable Cloud Recording for Calling

To resolve this, an administrator needs to enable cloud recording for calls:

  1. Go to the Teams Admin Center.
  2. Navigate to Voice > Calling policies.
  3. Select the Global (Org-wide default) policy.
  4. Find the setting labeled Cloud recording for calling and toggle it to Enabled.

Once this is enabled, users should be able to initiate recordings during one-on-one calls without encountering the error.
